Question: Where you strip wallpaper off a wall and it also pulls the emulsion off in patches underneath, how do you then get a smooth finish when you paint the wall with emulsion?

Answer: After peeling wallpaper, you must have a shart flat object like a spatchular that will scrap the excess paper. Then you must take sand paper and sand that area so it can be smooth for repainting. You can check out home depot or lowes for type of solutions that can assist you.

Answer: You must remove wallpaper glue before painting. If you have already painted over the glue as it sounds in your posting and the paint was latex you can still remove the glue using a wallpaper paste remover such as DIF or TSP. You will then need to prime the walls and repaint.
