Question: Is it still a popular decorating style to pain the bottom half of the wall one color and the top half another color, is that a thing of the past?

Answer: I don't think it's outdated at all. I still see chair rails with raised paneling or wainscoting on the lower half and paint or wallpaper on the top half of the wall.

Answer: This look is very popular not to mention that one could add wainscoting or raised panels along with a chair rail done in wood or one created with a wallpaper border. One could add a wallpaper to the upper or lower portion of the wall as well as painting the other portion in a coordinating color.
