I still see chair rails with raised paneling or wainscoting on the lower half and paint or wallpaper on the top half of the wall. Name: decor42 | Date: November 19, 2007, 11:39 pm | Answer: This look is very popular not to mention that one could add wainscoting or raised panels along with a chair rail done in wood or one created with a wallpaper border. One could add a wallpaper to the upper or lower portion of the wall as well as painting the other portion in a coordinating color.
